The state needs to fulfill its responsibility to produce 50% of the funding needed to support public education. Currently, the state supplies about 35% of the needed money.

5. What are the strengths and weaknesses of Pennsylvania's system of funding public education? What should the Pennsylvania Legislature do, if anything, to improve the system of funding public education?

I am not sure of any strength, as the current way of funding is continually under fire. The weakness is the fact that school boards must keep going back to the property owner to balance their budgets. It is time the General Assembly solves this problem, either with the gambling proceeds, or perhaps an increase in the state sales tax.
6. What is your vision of the public education opportunity that the General Assembly should ensure be available to every child in Pennsylvania and what will you do to accomplish that goal?

A funding formula must be attained as long as there is a “hold-harmless” provision included in the calculations. Otherwise, local districts receive less money each year – because of declining enrollments, and rural schools will not get their fair share.
