At first blush, Republican Gov. Tom Corbett appeared to lob a fat pitch down the middle of the plate for the GOP-controlled Legislature.
His budget proposal unveiled last week cuts higher education by about $600 million while it increases the Department of Public Welfare budget by roughly the same amount.
Corbett’s unspoken message seemed to be, “Go ahead, restore the higher education cuts — or most of them — and cut welfare to make up the difference.” Thus, Republican lawmakers could look like heroes in their districts.
And that might be close to the way it works out.
